Levies will be increased from 1 July 2011 and are to be paid in advance by the end of June 2011. It is the policy of the Estate that members are given seven (7) days to pay all levies. If it is not paid in time the credit policy will be implemented in full. One of the tools available is to restrict the entrance, of those who are in arrears, into the Estate.
The normal monthly levies are increased from R415 to R465 per month which means that the monthly the levy is increased with R50 per month or 12.5%. The total levy is however increased by an additional amount of R55 per month, called a special levy for projects of either a capital nature, or a major cost not covered in the normal operational budget or the provision for a major maintenance cost item which requires an extra amount. This is been done to ensure that sufficient funds are available when identified projects have to be undertaken. These funds accumulated will be earmarked for only the projects identified in the list (that can be changed from time to time) of projects for which funds are needed on the short, medium or long term. It was decided to follow this policy as not to burden members of the HOA with once off unplanned payments that is not budgeted for by residents and do not inconvenience them when implemented. This also enables the HOA to strategically plan for the future and smooth the levies over a period of time.
Several projects have been finalized over the past two financial years which are the following, namely:
- Upgrading and replacement of the security fence
- Upgrading of the lightning at the entrance
- Purchase of a generator for emergency and power breakdowns
- Upgrading of the access control systems
- CCTV system at the entrance – control of entrance and security
- Website, communication and availability of minutes
- Outstanding debtors
- Cutting of grass and clean up
